The Times' article was somewhat misleading because the reporter failed to make clear that the "Army study" was actually an academic exercise. There are about 50 student officers in the School of Advanced Military Studies here. For their first exercise of the academic year last August, the students were assigned a project to prepare a presentation about a complex contingency situation. The exercise was based on the mission the Army received in 1995 regarding the Dayton Peace Accords in Bosnia - the students were required to develop a plan for deploying several different units to a trouble spot (the Middel East) and implementing peace accords. The project was purely an academic planning exercise -- not a plan for the Army. The student quotes in the article were from one of the student presentations (there were four different presentations) to their instructor.
